Bennett (not in picture), the National Drug Czar, who was visiting various parts of Youth & Shelter Services (YSS) on October 10, 1989, in the company of part of Iowa's congressional delegation. Youth Recovery House, shown from the side and attached back building, is a YSS facility which provides care and counseling for adolescents who are recovering from chemical addiction.
